In order to create an equality and inclusion in the federal workforce major issues with the EEO processes within the agencies need to be addressed as well as blatant bias within the EEOC. 1 major issue with the agency's EEO process is the agency failure to follow MD 110 regarding investigations. Investigator hired by the agency are bias and sabotage investigations. The structure of EEO within agencies need to be independent. EEOC AJ's should face consequences of failing to follow MD 110 and for arbitrarily dismissing and entering orders of summary judgment. EEO laws not not enforced by EEOC or agencies leaving 98% of workers that were subjected to discrimination in vulnerable positions due to unchecked retaliation.
