Federal contracting sounds like a complicated process with a lot of paperwork. Some contractors automatically assume that they will not qualify without even trying. The outreach efforts must be more localized and constant to reach businesses owned by underrepresented individuals.
Work with the community media outlets (the underrepresented community's newspaper, radio, TV, social media accounts, YouTube, etc.) to highlight the procurement opportunities; regularly publish a column or make short appearances to discuss the various topics aimed at new contractors; and continue these efforts to increase underrepresented individuals' participation in the contracting assistance programs.
