Strengthen and Enforce Financial Security for Employees

To protect workers and provide for their future financial security, there should be a mandatory 401k-Qualified Plan fringe wage contribution percentage for Davis Bacon contracts- and eliminate the option where they can pay it out in cash as salary or waive the benefit.  Too many contractors pay the base and fringe in cash and don't provide any benefits or future financial security for the employees who are working on these projects. By making a 3% - 6% contribution to a Qualified Plan mandatory, employees will have sufficient savings and financial security when they retire.
