Make PUA permanent

When the pandemic hit and mass unemployment followed, policymakers were reminded of just how many workers who lost jobs were ineligible for UI benefits, particularly gig workers, temp workers, and independent contractors.  Recognizing that keeping so many workers out of the system would have caused economic devastation for millions of families, Congress created the PUA program.  As part of more permanent UI reform, workers... more »

Accessibility of UI Programs

Community Member kudos icon + Community member
I would recommend that the Office of Disability Employment and Policy include a focus on accessibility with respect to UI systems, especially for individuals with disabilities, who are limited English proficient and who lack access to or ability to handle technology.  This should include ensuring that all notices are in plain language, multilingual and communicated in the individual's preferred method of communication... more »

Strengthen guidance around eligibility

Black and Latinx workers have disproportionately faced growing delays in payment and wrongful denials of unemployment benefits. USDOL should issue more detailed guidance to states about how to interpret standards such as being able and available to work, conducting and documenting a work search, job refusal, and other areas that have resulted in increased denials and payment delays. Current guidance allows for broad interpretation,... more »

Encourage states to create a self-service unemployment insurance

To increase workers access to unemployment benefits, states should create online self-service unemployment insurance portals that show the real-time status of workers' claim, enables workers to receive agency communications, and allows workers to submit assistance requests and supporting documents.

Advancing the skills of systemically underserved communities

As many companies are so focused on meeting their own goals for production, sales, revenue, etc. that they are often unwilling to provide skill development/training to those who have no experience in their field, why not incentivize them to do so? What if there was a program developed for companies with high unemployment ratings to "earn back" a lower rating by providing skill development and training through their local... more »

Fine Employers for exploitive below standard salary job offers

I have worked since I was 13 years old. I was an executive assistant for a company for 12 years and I had just switched employers, 3 months prior when  Covid hit . I was laid off. I've  been out of work for over a year. I have been interviewing with 1 or more potential employers per week for several months now . I have yet to receive an salary offer that is anything close to the $60,000 ($28.00 per hour) I was making.... more »

The Employer Is Not Always Being Honest But Usually Prevails trending idea

Community Member kudos icon + Community member
I'm unemployment claims, the employers are dinged if they lose an unemployment case to their exemployees. This causes them to lie about the employee in order to win their case. I have seen this happen many times and I have heard countless stories from others which are the same. This needs to be rectified so people can survive financially while in-between jobs. Also, the unemployment case managers should not be trained... more »

Employment trending idea

Community Member kudos icon + Community member
As an Employer, I have had many Interviews with Unemployment Candidates and the biggest struggle is that they do not return for employment after we make a competitive offer. This has been the standard practice of these interviewees and it is quite frustrating because this is effecting all businesses.

My idea is that the Unemployment Office offer a better 'Check and Balance' on these people that remain unemployed because... more »

Temporary Employment Agencies should be dismantled

Community Member kudos icon + Community member
I feel the temporary employment agencies should be done away with. They don't help those that are looking for work find full time hired on employment. All of them require you to work for them for so many hours before you can hire into a company they place you with. a lot of people don't last long enough to get hired in a company, a lot of them get let go long before they even have a chance. And a lot of employers only... more »

UNEMPLOYMENT NEEDS A OVERHAUL TO ADDRESS REAL PEOPLE NEEDS

Community Member kudos icon + Community member
This pandemic has shown America that the old way of doing business does not always work. But the need to speak with a live person is absolutely needed (is this the old way?).  The agency did not take advantage of opportunity to have workers working from home follow up or actually allowing customers to speak with a live person.  Mental health has been a real concern during this trying time.  Families needing funds, food,... more »

Disability access for technology:

DOL should focus its technical assistance on ensuring that all unemployment insurance application websites meet WCAG 2.1 AA standards (or the most recent version of standards). These technological changes allow UI claimants with disabilities to equitably access benefits, and also represent principles of universal design that benefit the entire population. Standards include provision that give claimants enough time to... more »

Better data for racial and gender equity in UI

Information on racial and gender in the UI system is too limited. Currently, states are only required to submit information on the ETA 203 form, which collects demographic information on those who are receiving UI benefits (continued claims status). States struggle to provide researchers or advocates any additional information, because limited data reporting resources are focused on completing required ETA forms. ETA... more »

Online Accounts & Special Case Claims Edited

I understand the UI system is setup to meet most case scenarios. However, some cases fall under special circumstances that cause undue hardship and stress through claim denials, delays in fund distributions, a lot of extra work/printing/postage sending denial and information notices via snail-mail, etc.; sometimes repeatedly and ongoing complications due to honest answers to questions flagging the application for review....... more »

Robust financing

Community Member kudos icon + Community member
Unless UI is well financed, it will not function well  and equitably. A $7,000 federal wage base for the FUTA tax and floor for the states is absurdly low. How about something closer to the Social Security wage base, given that they both originated in the Social Security Act? DOL also needs to crack down on agencies that are not meeting federal timeliness and other standards. It should be willing to use the FUTA credit... more »
