In order to create an equality and inclusion in the federal workforce major issues with the EEO processes within the agencies need to be addressed as well as blatant bias within the EEOC. 1 major issue with the agency's EEO process is the agency failure to follow MD 110 regarding investigations. Collect data who gets employed much like the census. Edited

Go to the jobsite and collect basic data on who gets employed and how long they worked there. The true data will show any illegal trends. As a census taker I went to homes and collected raw data that was not reported. This can be done for every business. 

As a reseacher we could see the trends in any system. Just like on Glassdoor the more data the more you know about the company the clearer you see that company.
