Support for Under Served Schools and Job Training Programs

Develop and implement a process for local federal office closures that directs lightly used electronic equipment, office furniture, and unused supplies to under served and under funded school districts and job training centers.

When local offices close a lot of useful equipment and supplies are simply disposed of and not re- purposed. Further, as a result of the pandemic, the current physical federal footprint will... more »

Food Deserts and Minority-Owned Businesses

Propose building, or utilizing empty and/or condemned buildings/store fronts, within rural and urban 'food deserts'.  Each building could have a minimum of 40,000 square feet of open space and be repurposed (by minority sub/contractors) as a green building with utilities.  Accommodate possibly eight (8) minority-owned small businesses who are already established grocers, with a track record and an existing supply chain,... more »

Improvements to contracting process trending idea

Federal contracting implicates industries with significant employment of BIPOC, women, and LGTBQ+ workers, as well as workers with disabilities. Millions of contracts are signed each year between federal agencies and companies providing services like building maintenance, customer service, equipment maintenance, security, landscaping, and food service. While the recent executive order raising the minimum wage for federally... more »

Strengthen and Enforce Financial Security for Employees

Community Member kudos icon + Community member
To protect workers and provide for their future financial security, there should be a mandatory 401k-Qualified Plan fringe wage contribution percentage for Davis Bacon contracts- and eliminate the option where they can pay it out in cash as salary or waive the benefit.  Too many contractors pay the base and fringe in cash and don't provide any benefits or future financial security for the employees who are working on... more »

503 enforcement

The CCD Employment and Training Task Force urges DOL to enhance its Section 503 enforcement practice to ensure that people with disabilities are not discriminated by federal contractors. Section 503 requires affirmative outreach and hiring of people with disabilities by federal contractors. Yet these programs are underutilized. DOL needs to ramp its efforts to ensure that Federal contractors do not discriminate qualified... more »

Competitive Pay

Ensure through federal contracts that people are being paid equitably. For example, the Federal Government should not contract with companies who are 14c wage certificate holders where individuals are most likely getting paid subminimum wages.

There has been discussions that federal contractors will need to meet the same pay expectations. Let's hope that this pulls through.

With this, it also includes contractors within... more »

Spread the Word via the Community Media Outlets

Federal contracting sounds like a complicated process with a lot of paperwork.  Some contractors automatically assume that they will not qualify without even trying.  The outreach efforts must be more localized and constant to reach businesses owned by underrepresented individuals.

Work with the community media outlets (the underrepresented community's newspaper, radio, TV, social media accounts, YouTube, etc.) to highlight... more »

SCA Wage Determination

The current SCA wage determinations for many metropolitan areas are significantly lower pay rates than the market and collective bargaining rates.  As competition becomes fierce and the labor pool diminishes, specifically, specialized trades, contractors tend to bid at the minimum SCA in order to boot the incumbent.  IGCE models are archaic and do not account for the significant inflation.  Best value contracts are being... more »

Start a program that gathers into groups, like-minded workers from similar industries out of the community, that will put in a percentage of their wages together, that will be matched with funds from community development grants, until they are able to start businesses that meet the needs of state and federal contracts.
